The sun is too bright to take a picture of.

A digital camera has a electronic image sensor that converts light into an electronic signal. If an object is very bright, it can overwhelm the sensor. If you watch video shot with early digital video cameras, you'll see very bright lights show up on the recording as a bright vertical line. The engineers who designed cameras decided that wasn't a useful failure mode so they wrote instructions into the camera to shut off the pixels that got hit with the too bright light. Hence the black dot where the sun should be.

So perhaps, because of the nature of the capacitors, a very high intensity light could cause the bias on the capacitor to surpass the breakdown voltage of the dielectric. This would cause the capacitor for that pixel to discharge and become neutral and therefore register no-light information ("black").

“We can put it over a fire, put it over ahazmat spill, put it over a house with a suspect barricaded inside and literally give the incident commander the ability to look at the entire scene with a bird’s eye view, ” Chief Deputy Randy McDaniel said.

Sheriff’s deputies will fly the ShadowHawk with nothing more than a laptop computer and a remote control similar to that used for video games.

It’s equipped with an infrared camera that can clearly read a license plate from an elevation of twelve hundred feet. The helicopter cost upwards of $300,000 and was purchased with a grant from the federal government.

Vanguard Defense Industries built the helicopter. The company has also supplied aerial assets to US forces over seas.

Critics argue the drone-like vehicleisn’t safe, because it’s unmanned.

“I gotta tell you, it sort of looks like boys and their toys, ” said Terri Burke, Executive Director of the ACLU of Texas. “We’re giving up our privacy, we’re letting the government have way too much power.”

The ACLU is concerned that technology used by law enforcement officials in general is getting ahead of people’s privacy. No one has complained to the ACLU about the Montgomery County helicopter, but some fear it could be used to spy on people.

“The Constitution spells out very clearly that we have a right to privacy, ” Burke said.

“This sheriff’s office has better things to do with its time then spy on people, ” McDaniel argued. "That’s not our mission. The only way that it’s going to be an invasion of their privacy is if they are committing some type of a criminal act where we might utilize this to catch them.”

The agreement with Australia amounts to the first long-term expansion of the American military’s presence in the Pacific since the end of the Vietnam War. It comes despite budget cuts facing the Pentagon and an increasingly worried reaction from Chinese leaders, who have argued that the United States is seeking to encircle China militarily and economically.

“It may not be quite appropriate to intensify and expand military alliances and may not be in the interest of countries within this region,” Liu Weimin, a Foreign Ministry spokesman, said in response to the announcement by Mr. Obama and Prime Minister Julia Gillard of Australia.

In an address to the Australian Parliament on Thursday morning, Mr. Obama said he had “made a deliberate and strategic decision — as a Pacific nation, the United States will play a larger and long-term role in shaping this region and its future.”

The president said the moves were not intended to isolate China, but they were an unmistakable sign that the United States had grown warier of its intentions.

China has invested heavily in military modernization and has begun to deploy long-range aircraft and a more able deep-sea naval force, and it has asserted territorial claims to disputed islands that would give it broad sway over oil and gas rights in the East and South China Seas.

While the new military commitment is relatively modest, Mr. Obama has promoted it as the cornerstone of a strategy to confront more directly the challenge posed by China’s rapid advance as an economic and military power. He has also made some progress in creating a new Pacific free-trade zone that would give America’s free-market allies in the region some trading privileges that do not immediately extend to China.

Mr. Obama described the deployment as responding to the wishes of democratic allies in the region, from Japan to India. Some allies have expressed concerns that the United States, facing war fatigue and a slackened economy, will cede its leadership role to China.

The president said budget-cutting in Washington — and the inevitable squeeze on military spending — would not inhibit his ability to follow through. Defense cuts “will not — I repeat, will not — come at the expense of the Asia-Pacific,” he said.

Some analysts in China and elsewhere say they fear that the moves could backfire, risking a cold war-style standoff with China.

“I don’t think they’re going to be very happy,” said Mark Valencia, a Hawaii-based senior researcher at the National Bureau of Asian Research, who said the new policy was months in the making. “I’m not optimistic in the long run as to how this is going to wind up.”

The president is to fly north across the continent to Darwin, a frontier port and military outpost across the Timor Sea from Indonesia, which will be the center of operations for the coming deployment. The first 200 to 250 Marines will arrive next year, with forces rotating in and out and eventually building up to 2,500, the two leaders said.

The United States will not build new bases on the continent, but will use Australian facilities instead. Mr. Obama said that Marines would rotate through for joint training and exercises with Australians, and the American Air Force would have increased access to airfields in the nation’s Northern Territory.

“We’re going to be in a position to more effectively strengthen the security of both of our nations and this region,” he said.

The United States has had military bases and large forces in Japan and South Korea, in the north Pacific, since the end of World War II, but its presence in Southeast Asia was greatly diminished in the early 1990s with the closing of major bases in the Philippines, at Clark Field and Subic Bay. The new arrangement with Australia will restore a substantial American footprint near the South China Sea, a major commercial route — including for American exports — that has been roiled by China’s disputed claims of control.

The United States and other Pacific Rim nations are also negotiating to create a free-trade bloc, the Trans-Pacific Partnership, that would not initially include China, the world’s largest exporter and producer of manufactured goods.

Authorities have arrested a man who allegedly was involved in a shooting incident that may be responsible for two bullets found this week at the White House, the U.S. Secret Service said.

Police arrested Oscar Ramiro Ortega-Hernandez near Indiana, Pennsylvania, the U.S. Secret Service said. Authorities say they believe he was involved in a shooting that happened near the White House in Washington, D.C., on Friday night.

Two bullets were found Tuesday, including one that hit an exterior White House window and was stopped by bulletproof glass, and another found on the White House exterior.

Ortega-Hernandez is in the custody of the Pennsylvania State Police.

Jacob Haqq-Misra, of Rock Ethics Institute, and Ravi Kumar Kopparapu, of the Earth and Environmental Systems Institute, claimed alien spacecraft or probes the size of a racing yacht could be floating around our solar system, and we’re blissfully unaware.

“The vastness of space, combined with our limited searches to date, implies that any remote unpiloted exploratory probes of extraterrestrial origin would likely remain unnoticed,” the Daily Mail quoted them as writing.

“Extraterrestrial artifacts may exist in the solar system without our knowledge, simply because we have not yet searched sufficiently. Few if any of the attempts would be capable of detecting a one- to ten-metre probe.

“Searches to date of the solar system are sufficiently incomplete that we cannot rule out the possibility that non-terrestrial artifacts are present and may even be observing us.

“The completeness of our search for non-terrestrial objects will inevitably increase as we continue to explore the moon, Mars and other nearby regions of space,” the researchers concluded.

(NaturalNews) Remember two years ago when every news show featured hysterical reports about the so-called H1N1 pandemic and how the supposed killer flu was striking down healthy kids? True, many previously healthy children became critically ill, developing severe pneumonia and respiratory failure. And some tragically died after being diagnosed with H1N1. But was that really the accurate explanation of what caused their death?

According to the largest nationwide investigation to date of the flu in children who became critically ill, scientists from Children's Hospital Boston have found another reason to explain the severity of the youngsters illness. It turns out that it most likely wasn't H1N1 alone that caused healthy children to become so ill many died.

Instead, these kids were unknowingly infected with something else. That additional infection, thesuperbug known as methicillin-resistant Staphylococcus aureus (MRSA), spiked the risk for flu-related deaths 8-fold in children who were otherwise believed to be totally healthy before they became ill.

Almost all of these children who were found to be infected with the superbug were immediately treated with vancomycin, considered to be best treatment for MRSA. Yet they died despite being administered this powerful antibiotic andtheir deaths were blamed on the flu. But the new research suggests it was the MRSA that played a huge role in killing these children.

"There's more risk for MRSA to become invasive in the presence of flu or other viruses," study leader Adrienne Randolph, MD, MsC, of the Division of Critical Care Medicine at Children's Hospital Boston. Said in a statement to the media. "These deaths in co-infected children are a warning sign." He added this is especially alarming given the rising rates of MRSA infections being carried widely among children.

"It is not common in the U.S. to lose a previously healthy child to pneumonia," Randolph said. "Unfortunately, these children had necrotizing pneumonia eating away at their tissue and killing off whole areas of the lung. They looked like immunocompromised patients in the way MRSA went through their body. It's not that flu alone can't kill - it can -but in most cases children with flu alone survived."

MRSA risk continues to spread

Sixty percent of the youngsters investigated for the new study already had sometimes serious health problems before contracting the flu. But of the 251 children (30 percent) previously healthy children included in the research, the only risk factor that was identified which likely contributed to their increased risk of dying was a diagnosis of a MRSA infection in the lung. The researchers expressed surprise that the antibiotic used to treat the MRSA-infected children didn't work and suggested the drug couldn't penetrate the lungs or the disease moved too rapidly.

Recent studies have shown a worrisome rise in the number of youngsters who are carriers of MRSA. A 2010 study published inPediatricsfound that the number of children hospitalized for MRSA infections increased from 2 in 1,000 admissions in 1999 to 21 in 1,000 admissions by 2008. The cause appears to be the never-ending and growing use of antibiotics in people and animals. "The more antibiotics we take, the more we colonize ourselves with antibiotic-resistant organisms such as MRSA," Randolph noted.

Curiously, the researchers are not emphasizing going after the cause and spread of MRSA infections as much as they are using their findings to push for flu shots. Their study, just published in the journalPediatrics, promotes flu vaccination among all children aged 6 months and older.

NEW YORK (AP) — Chelsea Clinton began work at NBC News on Monday, the second daughter of a former president at the network. NBC said it had hired the 31-year-old Clinton to work on projects for "NBC Nightly News" and Brian Williams' newsmagazine, "Rock Center." She will report stories for the feel-good "Making a Difference" series.

The only child of former President Bill Clinton and Secretary of State Hillary Rodham Clinton is pursuing a doctorate at Oxford and working for the Clinton Foundation and Clinton Global Initiative.

Former President George W. Bush's daughter Jenna Bush Hager does stories for the "Today" show.

NBC said Chelsea Clinton wasn't available for an interview, but issued a statement: "People who imagine and implement solutions to challenges in their own lives, in their communities, in our country and in our world have always inspired me."

Recent "Making a Difference" stories highlighted a 7-year-old boy raising money for a friend with cancer by racing go-karts, a marathon runner raising money for his mother who suffers from Parkinson's disease and rock star Bon Jovi opening a restaurant where people who cannot pay for meals can do volunteer work to earn food.

Besides Clinton and Hager, NBC News also has just hired Meghan McCain, author of "Dirty Sexy Politics" and daughter of 2008 GOP presidential candidate John McCain. She will be an analyst for MSNBC.

NBC News President Steve Capus was not available for an interview, the network said Monday. He told The New York Times that he was approached this summer through an intermediary about Chelsea Clinton and asked her in for a meeting.

"Given her vast experiences, it's as though Chelsea has been preparing for this opportunity her entire adult life," Capus said in a statement Monday.

Star power can be attractive to a news network, although it has pitfalls. ABC News was criticized a decade ago for airing an interview with President Clinton conducted by actor Leonardo DiCaprio. NBC notes that Chelsea Clinton will be reporting features, not breaking news, for the network.

The hiring also raises the question of whether that may give NBC News an edge in getting future stories involving her parents, or at least the appearance of one. Jenna Bush Hager's father gave his first post-presidency interview to NBC's Matt Lauer.

Ever wished you were the blue-eyed boy? You soon could be, after a doctor revealed he can permanently change a person's eye colour in just 20 seconds.

Dr Gregg Homer, from Stroma Medical in California said his Lumineyes technology uses a laser tuned to a specific frequency to turn brown eyes to blue.

The laser energy removes the brown pigment, or melanin, from the top layer of the iris, and the blue eye colour emerges over the following two to three weeks.

The Lumineye technology works by removing some of the brown pigment from the front of the iris, leaving it blue. In this picture the process has been performed on the bottom half of the eye

It would provide an alternative to those who wanted lighter eyes without resorting to cosmetic contact lenses.

However the procedure - which Dr Homer has developed over 10 years - is irreversible because the brown tissue cannot regenerate.

Stroma Medical has started limited human testing but is seeking up to £500,000 to complete clinical trials.

If all goes to plan Dr Homer says the procedure could be available outside the U.S within 18 months and inside the U.S in three years.

Dr Homer told KTLA Morning News that thousands of prospective clients had contacted him by email to express their interest.

'They say the eyes are the windows to the soul,' he told ktla.com.

CEO of Stroma Medical, Doug Daniels, admitted he wasn't sure about the concept when Dr Homer first told him about it.

'I was very sceptical frankly, but I learned a long time ago that all the great ideas start out as blasphemy,' he said.

Eye colour is inherited, however brown eyes are dominant across the world while blue eyes are a recessive trait.

A blue eye pigment doesn't actually exist in nature. Instead, people with blue eyes have a brown pigment, known as melamin, at the back of their irises but have low concentrations of melanin in the front of their irises.

This means longer wavelengths of light are absorbed by the dark back of the eye, while the shorter wavelengths are scattered.

In 2008, scientists from the University of Copenhagen, found that all people with blue eyes were descended from a single ancestor with a blue eye mutation who lived six to 10,000 years ago.

LOS ANGELES (CBS) — Security screeners at LAX will apparently have zero tolerance for holiday cheer this Christmas.

KNX 1070′s Bob Brill reports authorities on Friday are on the lookout for people who try to smuggle illegal items disguised as holiday gifts onto airplanes.

Officials with the Transportation Security Administration issued the warning after a traveler was arrested this week after trying to smuggle marijuana in a wrapped gift.

There are other items which people feel they can carry on if it looks like a gift, but legally are banned from being brought onto a passenger aircraft.

If the circumstances are suspicious, TSA can and likely will open those gifts.

Certain sporting items such as bats, bows and arrows and pool cues cannot be brought on board unless checked.

Pocket knives and other concealed weapons are also prohibited — regardless of whether they’re wrapped in a pretty red bow.

The head of China's biggest ratings agency, Dagong Global Credit Rating, is warning that it may downgrade the US's sovereign debt rating again because of Washington's failure to tackle the federal budget deficit.

The remarks by Dagong's chairman, Guan Jianzhong, to be broadcast in an interview with al-Jazeera on Saturday morning, come at the end of another week of deep turmoil for the world economy.

Dagong, which has maintained a pessimistic outlook on US fiscal policy, has been leading the charge to downgrade US debt over the last 12 months, lowering the US rating from AA to A+ a year ago.

In August it downgraded US debt again, to A. Days later, Standard & Poor's followed in its wake, becoming the first western agency to downgrade US debt after the threat of a default was narrowly avoided following weeks of political squabbling in Washington over whether President Obama should be allowed to raise the US debt ceiling.

Guan's intervention comes as another embarrassing political standoff over budget policy looms in Washington. The cross-party "supercommittee" given the job of finding ways to cut the budget deficit is reportedly deadlocked, with Republicans refusing to countenance the tax rises being suggested by Democrats. The committee is due to report by 23 November, but there are fears they could fail to reach agreement, prompting a new crisis.

Founded in 1994 by the Chinese government and the People's Bank of China, Dagong is the only credit ratings agency in China that grades foreign sovereign debt and bonds.

In an interview with Talk to Al-Jazeera, Guan agrees that it is almost inevitable that his agency will cut America's debt rating once again, arguing that the only solution open to the US economy is further quantitative easing.

"The measures available to them [the US] cannot be effective so they have another way out which is to depreciate the US dollar, to print more money," he says. "And that will also make it a lot worse, this has affected their credit and it is negatively affecting their credit prospects – so that their overall ability to pay back their debt will continue to go down.

Asked directly if he believed another ratings cut was inevitable, Guan replies: "I think so."

He goes on to say: "We are continuing to monitor this closely. First of all we need to look at this year's economic growth and then predict next year's trends. If in the year 2012 the overall projections are not very good, meaning that the sources of payment – and liabilities – are bad and cannot be changed, or change for the worse, then we will lower the rating once again.

Any further downgrading of the US credit rating, while making more US borrowing more expensive, would also be a matter of concern to Beijing.

China is the largest foreign buyer of US government debt – accounting for around third of all foreign-held US securities – despite the fact it has gradually reduced its holdings since the S&P downgrade and has also lost heavily on its large holdings of US currency.

Since the summer – and the debt-ceiling crisis – China has become ever more vocal about what it describes as the US "addiction" to debt, warning in August that more "devastating credit rating cuts" and global economic turmoil were around the corner unless Washington learned to live within its means.

The Xinhua news agency issued a commentary that cautioned: "The US government has to come to terms with the painful fact that the good old days when it could just borrow its way out of messes of its own making are finally gone."

Strike one more blow against UFO conspiracy theories. The U.S. government is not in contact with any extraterrestrials from other worlds, nor has any confirmed proof of alien life been found, White House officials say.

"The U.S. government has no evidence that any life exists outside our planet, or that an extraterrestrial presence has contacted or engaged any member of the human race," Phil Larson of the White House Office of Science & Technology Policy wrote in a statement published Friday (Nov. 4). "In addition, there is no credible information to suggest that any evidence is being hidden from the public's eye."

The message came in response to two petitions posted on the White House's "We the People" site, which allows the public to air grievances through petitions. In this case, one asked the government to "formally acknowledge an extraterrestrial presence engaging the human race," while another requested that the Obama administration "immediately disclose the government's knowledge of and communications with extraterrestrial beings."

As of Monday (Nov. 7), the first petition has garnered 12,078 signatures, while the second has 5,387. The White House has promised to respond to any petition that gains a certain number of signatures within a given time — in this case, the requirement was 5,000 signatures.

"If a petition gets enough support, White House staff will review it, ensure it's sent to the appropriate policy experts, and issue an official response," according to the "We the People" site. [10 Alien Encounters Debunked]

Close encounters of the faux kind

The belief that authorities are hiding evidence of alien life is not a new one. Many UFO proponents insist to this day that extraterrestrial vehicles crashed near Roswell, N.M., in 1947 and were sent for government study at the Area 51 Air Force base in Nevada.

Yet the government has consistently denied ever having encountered any UFO hardware or other evidence for extraterrestrials, and scientists say no credible proof of aliens has ever been made public.

That doesn't satisfy UFO conspiracy theorists, though.

"This Petition calls for the President to disclose to the American people the long withheld knowledge of government interactions with extraterrestrial beings and call for open Congressional hearings to allow the people to become aware of this subject through those whose voices have been silenced by unconstitutional secrecy oaths," reads one of the two recent petitions.

"The people have a right to know. The people can handle the truth," said the other.

Looking for E.T.

Though the official White House response did quash the idea that the government was hiding information on the subject, Larson openly acknowledged two government-supported efforts to search for signs of E.T.

NASA's Kepler space telescope, which was launched in 2009, is on a mission to search for Earth-like planets around other stars in the hopes that some might prove habitable to alien life. And NASA is gearing up to launch its new Mars rover Curiosity this month, which will investigate Martian geology for signs that the Red Planet may once have been hospitable to microorganisms.

Larson also cited the Search for Extraterrestrial Intelligence (SETI) project, which began with public funding, that uses radio telescopes to scour the heavens for signals from alien species.

"Many scientists and mathematicians have looked with a statistical mindset at the question of whether life likely exists beyond Earth and have come to the conclusion that the odds are pretty high that somewhere among the trillions and trillions of stars in the universe, there is a planet other than ours that is home to life," Larson wrote. "Many have also noted, however, that the odds of us making contact with any of them — especially any intelligent ones — are extremely small, given the distances involved. But that's all statistics and speculation. The fact is we have no credible evidence of extraterrestrial presence here on Earth."

When Shanaya Edgell arrived early yesterday morning at a McDonald’s in Janesville, Wisconsin, she was expecting to order from the fast food joint’s regular menu--Big Macs, french fries, Chicken McNuggets, and the like.

Except it was around 3 AM and the restaurant had already switched over to its breakfast menu--hash browns, Egg McMuffins, hotcakes, and the like.

This enraged Edgell, according to Janesville Police Department officers, since she wanted a cheeseburger.

The 22-year-old--for some unexplained reason--turned on her boyfriend, biting him on the arm and tearing off his shirt. Darrell Page, 40, explained to a cop that Edgell “wanted a burger from McDonald’s,” so they drove to the restaurant--only to discover at the drive-thru window that the eatery “had stopped serving hamburgers and was now only serving breakfast.” Edgell, he added, “got upset because she did not want breakfast and only wanted a cheeseburger.”

After driving away, Edgell apparently changed her mind, and directed Page to “return to McDonald’s so that she could get breakfast,” according to a misdemeanor criminal complaint filed in Circuit Court. At this point, Edgell allegedly began striking Page in the face and biting his right arm. Page also told police that when he pulled his car over during the assault, Edgell got out of the vehicle and climbed atop the hood to keep him from leaving.

During police questioning, Edgell confirmed that she became “upset” after discovering that McDonald’s had “switched over to the breakfast menu and…she wanted to order food off the regular menu.” She reported “freaking out over this,” adding that Page was trying to calm her down over the matter of the unavailable cheeseburgers.

When a cop asked why he had spotted her on the car’s roof, Edgell answered, “because I was acting crazy.” After dismounting from the vehicle, Edgell was collared for disorderly conduct.

Pictured in the above mug shot, Edgell is being held in the Rock County jail in lieu of $150 bond. She is scheduled for a court appearance later this afternoon.

A strange tangle of white lines in the Chinese desert has people scratching their heads and wondering who made them—and why. According to a Gizmodo post “Why Is China Building These Gigantic Structures In the Middle of the Desert?”

New photos have appeared in Google Maps showing unidentified titanic structures in the middle of the Chinese desert. The first one is an intricate network of what appears to be huge metallic stripes. Is this a military experiment? They seem to be wide lines drawn with some white material. Or maybe the dust have been dug by machinery. It's located in Dunhuang, Jiuquan, Gansu, north of the Shule River, which crosses the Tibetan Plateau to the west into the Kumtag Desert. It covers an area approximately one mile long by more than 3,000 feet wide. The tracks are perfectly executed, and they seem to be designed to be seen from orbit.

In examining this mystery there are a few things that should be cleared up. First of all, contrary to the Gizmodo headline, it's not clear that the image depicts “structures” at all. Because of the angle at which the image is photographed, the lines may simply be flat, like roads. In fact a close look at the image reveals that the lines appear to have sand blown over them in places, suggesting that they indeed have a smooth surface and are low to the ground.

NEWS: The Ethics of Revealing Secrets

The suggestion that the lines were created to be seen from space is dubious at best. An identical claim is often made for the Nazca lines, in the Atacama desert of Peru. Those lines, also, are sometimes said to have been designed to be seen from space (one favored—and thoroughly discredited—theory was that the lines were created for visiting extraterrestrials).

The widely-repeated claim that the Nazca lines can only be seen from the air is simply not true, as I discovered when visited the Nazca plains in 2006. In fact, many of the lines can be seen from nearby hills and mountains—no airplanes or spacecraft needed.

In both cases, just because the lines can be seen from high above does not mean that they were intended to be seen from orbit. Then there are the wild suggestions that the lines are “perfectly executed” (whatever that means), or “metallic” (because only metal can look white from above?).

So what is the strange set of lines? Theories range from UFO landing strips to top-secret weather-controlling weapons to nuclear testing ranges (people living nearby towns might want to know about this).

At this point no one really knows for sure, but the most likely explanation is that it's a military target practice range. It is in fact only one of several similar sites in the area, and at least one of the others has airplanes sitting in the center of it. As Paul Marks of New Scientist points out, “Clearly, it is some kind of military target for airstrike or gunnery practice. Another 4 x 4 piece grid some 200 meters across has some pieces clearly blown to smithereens, again supporting the target practice theory, and a dummy runway in garish bluish-white is probably for... air-to-ground strafing practice.”

Of course this explanation won't sit well with the conspiracy-minded crowd; it's much more fun to think it's Chinese equivalent of Area 51 than a boring old target range.
